Supply of food from intervention stocks for the benefit of the most deprived persons in the EU
 
The Food Distribution program for the Most Deprived Persons is implemented in the EU since 1987. It is a program fully funded by the EU. The participation of each Member State is voluntary. At present, 19 Member States are participating.Member States wishing to participate notify annually their intention to the Commission along with their identified needs in food.The Program in Greece is implemented by the Ministry of Rural Development and Food (YPAAT) and OPEKEPE, since late '90s, is designed according to the dietary habits of Greek people and include pasta, rice and feta cheese.
 
Project's objectives:
  • Stabilize agricultural markets through actions of increasing and declining stocks intervention.
  • Contribute to the welfare of vulnerable social groups through distribution of food from intervention stocks. Therefore it is an indication that the common agricultural policy is not just for farmers but for all European Union citizens.
 
Implementation bodies & Beneficiaries
The selection of promoters and final beneficiaries is provided under the Common Ministerial Decision (ΚΥΑ (FΕΚ 660/Β/2011). More specifically:

  • Charitable organizations
  • Associations
Beneficiaries:
According to the law 22830/2011, the Program is designated for poor people and/or poor families, regardless of religion and nationality, residing lawfully and permanently in Greece.Poor people and/or poor families are considered persons and/or families whose annual individual and/or family income is up to 12.000 euro; Also children abandoned in institutions are included to the category mentioned above.
 
Review
For the year 2010, 6.108 tons of pasta and 3.490 tons of rice were distributed to about 800 promoters and finally to about 285,000 people and 117,000 large families throughout the Greek territory.
 
Latest News
On October 3, 2011 the European Commission presented a second amended proposal. The aim was to promote a political agreement and provide a basis for continued successful operation of the food distribution system for 2012 and 2013. The proposed amendments add a second legal basis, the social cohesion, reflecting a significant social aspect of this scheme.
